Signing up for state self-exclusion when the page is blocked
Self-exclusion is a state program that tells licensed casinos and sportsbooks not to take your bets. Asking for it is the right move. In seven states the sign-up page sits on the state lottery's website, and Winner's Win blocks that site because the lottery also sells games online. This page gives you the routes that work today.
Why the page is blocked, and what to do instead
Winner's Win blocks the same list of gambling sites in every state. State lotteries that sell tickets or sports bets online are on that list, and the block covers the whole site, including its help pages. We cannot open one page on a blocked site and leave the rest closed, and we will not open a site that sells bets.
So for Virginia, West Virginia, Delaware, New Hampshire, Rhode Island, Washington DC and Oregon, use one of these routes:
- Call the state help line. They know the program and can walk you through enrolling, often over the phone or by sending you the form.
- Call the lottery's responsible gaming office. Every program on this page is run by the state lottery or its gaming office, and each one can be reached by phone. Ask for the voluntary exclusion or self-exclusion program.
- Use a phone or computer that is not protected. A helper's phone, a library computer, or a counselor's office.
- Enroll in person. Most programs take applications at a casino's security or responsible gaming desk, or at the lottery or gaming office.
Coming in a later update: ask your circle for a planned open
We are building a way to handle this inside the app, planned for version 1.0.3. You will be able to ask your circle to open the lottery site for a short window, the way you can tell them about a planned night out today. Everyone in your circle says yes, the site opens for a short time, and it closes on its own. Until then, use the routes above.
Phone numbers below come from each state's council or health department and were checked in October 2026. Where we could not confirm a detail about the program itself, we say "not yet verified". Programs change; if something here is out of date, email support@winnerswin.app and we will fix it.
Virginia

Program: Virginia Lottery Voluntary Exclusion Program (VEP). Covers casinos, sports betting (online and retail) and online lottery play. The sign-up page is on valottery.com, which Winner's Win blocks.

West Virginia

Program: voluntary exclusion run by the West Virginia Lottery Commission, which regulates the state's casinos, sports wagering and online casino play. It lives on wvlottery.com, which Winner's Win blocks. Program details are not yet verified by us.
- Who else can help Problem Gamblers Help Network of West Virginia: 1800gambler.net. The network is state funded and has handled enrollment questions since 2000. West Virginia has no separate gaming regulator outside the Lottery Commission that we could point you to.

Delaware
Help line: call 1-888-850-8888 (Delaware Gambling Helpline).
Program: the statewide self-exclusion list kept by the Delaware Lottery Office. Covers the three casinos (Delaware Park, Dover Downs, Harrington), their sports betting and the state's online casino and sports platform. It lives on delottery.com, which Winner's Win blocks. The exact sign-up steps are not yet verified by us.

Program: self-exclusion run by the Rhode Island Lottery, which oversees the Bally's casinos, Sportsbook RI and online casino play. It lives on rilot.com, which Winner's Win blocks. Program details are not yet verified by us; an older state line, 1-877-9-GAMBLE, could not be confirmed, so use the numbers above.
- Who else can help Rhode Island Council on Problem Gambling: ricpg.com. We could not reach a non-lottery regulator's page from our network.

Washington, DC

Program: Self-Exclusion Program of the DC Office of Lottery and Gaming (OLG), covering sports wagering and other OLG-regulated gambling. It lives on dclottery.com, which Winner's Win blocks. We understand enrollment is by application through OLG's Responsible Gaming Program Services, in person; that detail and any DC-specific help line are not yet verified by us.

Oregon

Program: self-exclusion offered by the Oregon Lottery, which runs video lottery, sports betting and lottery games. It lives on oregonlottery.org, which Winner's Win blocks. Program details are not yet verified by us. Oregon's tribal casinos run their own exclusion programs, which you sign up for at each casino.

Every other state
In the other 44 states the self-exclusion page is not on a blocked site, and the app's help screen links it directly. Fifteen states have no statewide program (Alabama, Alaska, Georgia, Hawaii, Idaho, Minnesota, Montana, North Dakota, Oklahoma, South Carolina, South Dakota, Texas, Utah, Wisconsin, and Nevada, where it is casino by casino). The help lines above work everywhere.
Winner's Win is not state self-exclusion and does not put you on any government list. The two work well together: self-exclusion tells the operators no, and the app and your circle make it hard to reach them from your phone.
